National Chaplain Staff College

A. SUBJECT: SGAUS National Chaplain Staff College

B. PURPOSE: The purpose of the National Chaplain Staff College (NCSC) is to provide the chaplain and chaplain assistant with an annual 40-hour Continuing Education Chaplain and Chaplain Assistant training program consisting of specific subject materials closely related to the duties and responsibilities required of a chaplain and/or the chaplain assistant.

C. MISSION: The mission of the National Chaplain Staff College is to present relevant materials of study, discussion and classroom participation for the chaplain and chaplain assistant. The training will be offered so that each participant will not only be more knowledgeable about the subjects presented and studied, but the ultimate goal is to improve the service performance to the SGAUS State Chapter, State Guard/State Defense Force, thus meeting the professional standards that chaplain type services need and demand. Chaplains are representatives of God; therefore, the chaplain and the chaplain assistant must be exposed to the best training and continuing education opportunities one could receive.

D. GOALS and OBJECTIVES: The goals and objectives of the National Chaplain Staff College are: (1) provide chaplain related training for the chaplain and the chaplain assistant to enhance their knowledge of the chaplain and chaplain assistant's role in serving the men and women of the State Guard/State Defense Force; (2) provide the chaplain and chaplain assistant that has no prior military service experience with specific military chaplain related training to enhance his effectiveness in serving the men and women of the State Guard/State Defense Force; (3) provide leadership training to prepare the chaplain and chaplain assistant to perform in leadership positions; (4) provide military funeral training; (5) provide a variety of training techniques for recruiting and the retention of chaplains and the chaplain assistants; (6) provide training to establish, maintain & respect the chain-of-command structure; (7) provide communication skills training; (8) other approved related subjects.

E. CURRICULUM: The curriculum format of the National Chaplain Staff College is especially planned & scheduled to provide a learning & sharing environment. The selection of subjects to be taught, qualified instructors with verified credentials, and the prepared subject material & outline will be finalized on or before the scheduled Mid-Year Chaplain Workshop. The College Planning & Continuing Education Committee will recommend to the National Chaplain Executive Committee approval consideration the following: (1) educational chaplain related subjects designed to enhance the professional growth and development of the chaplain and chaplain assistant in support of the SGAUS/State Guard/State Defense Force (planning, developing, executing and performing their duties & responsibilities in areas; such as, individual & group counseling, spiritual guidance and moral leadership). (2) Classroom opportunity for the chaplain & chaplain assistant to participate in a round table discussion & sharing format to exchange ideas and to strengthen their performance effectiveness.

NOTE: Review & approval of the NCSC program to be conducted during the SGAUS Annual Meeting will receive final approval by the National Chaplain Executive Committee at the Mid-Year Chaplain Workshop.

The 40-Hour NCSC will consist of two phases;
Phase-I: 28-Hours & Phase II: 12 Hours

(1) The 28 hours may be completed as follows:
NCSC Workshop will be conducted in conjunction with the SGAUS's
Mid-Year Board of Director's Meeting (date/time/place are planned by the SGAUS Board of Directors);
(2) State Guard/State Defense Force/SGAUS State Chapter Training;
(3) Community Red Cross & Hospital Sponsored CEU Training;
(4) Approved Correspondence Courses (military sponsored);
(5) Religious Denomination sponsored CEU Training;

NOTE: To receive training hours credit toward the NCSC Diploma, the training CEU's and/or official verification of training attendance/participation MUST be presented to the NCEC 30-days PRIOR to the SGAUS Annual Meeting.

Phase-II: 12-Hours
The Phase II: 12-Hours training will be conducted at the NCSC during the SGAUS Annual Meeting (date/time/place are planned by the SGAUS Board of Directors).

DIPLOMA/CONTINUING EDUCATION CREDITS: The National Chaplain Staff College will award a NCSC Diploma and a NCSC Ribbon* to all participants who have completed the 40-hour requirements during the current SGAUS membership year (the ribbon has been presented to the SGAUS's ADU Committee for approval consideration. When the ribbon is approved it will be awarded along with the diploma); NOTE: the participant who completes ONLY a portion of the hours will be awarded ONLY a "certificate of participation" - noribbon or diploma will be awarded. Approved Continuing Education Credits (CEU's) will be awarded to each participant who completes the 40-hour training program or any portion thereof. The CEU's will be awarded through a participating accredited educational university/college program.

F. NCSC BUDGET COMMITTEE will be the members of the National Chaplain Executive Committee, with the National Chaplain as the chairperson. The budget and funding of the NCSC will be the responsibility of the NCSC Budget Committee. The National Chaplain will seek the advice, guidance and direction from the SGAUS President in establishing a budget to support the NCSC mission.
